What is a CQC outstanding rating for live-in care agencies and why is it important?

The Care Quality Commission (CQC) website is a useful place to research and read inspection reports. It’s important to understand the quality of care that providers you are considering are offering. Mumby’s is fully regulated, inspected, and rated by the CQC in England. We are proud to have a CQC outstanding rating in our inspection in December 2018 and again in our latest review in July 2023. Read our CQC report here.

Who are CQC and what do they do?

All health and social care services in England are regulated by the Care Quality Commission. Among other things, the commission makes sure quality and safety of care are of a high standard in hospitals, dentists, ambulances, care homes, and live-in care agencies.

When CQC inspectors evaluate any care service they are guided by The CQC 5 Standards.

The CQC 5 Standards are:

  • Safe – are service users, staff, and visitors protected from abuse and avoidable harm?
  • Effective – is care, treatment, and support of people achieving good outcomes, promoting a good quality of life, and evidence-based where possible?
  • Caring – do staff involve and treat people with compassion, kindness, dignity, and respect? Is the culture of the organisation a caring one?
  • Responsive – are services organised so that they meet people’s needs? Essentially ‘Responsive’ concerns whether care is shaped to fit the individual. Is it flexible to those preferences and needs?
  • Well-led – does leadership, management, and governance of the organisation assure the delivery of high-quality person-centred care, support learning and innovation, and promote an open and fair culture?

The CQC Fundamental Standards are the minimum requirements a care provider needs to meet when providing care in England. The CQC Fundamental Standards were enshrined in law as part of The Health and Social Care Act in 2008.

CQC registered care providers, like Mumby’s, offer a fully managed care service. ‘Fully managed’ means that comprehensive assessments must take place to ensure care can be delivered safely and in the best interest of clients, and full care plans must be developed and regularly reviewed.

Also, any incidents, queries, and complaints must be dealt with efficiently. All carers must be thoroughly vetted and trained in line with CQC standards.

Carers working for a CQC registered care provider (for example a care home or live-in care agency) are employed directly by the company (such as Mumby’s Live-in Care). So, this means that families are not responsible for the employment of a carer and all that entails, for example, sickness cover, holiday pay, etc.

In a nutshell, CQC monitor, inspect, and regulate our services. They publish what they find, including performance ratings, to help you choose your care.

Why CQC is important

The CQC is a UK-based independent regulator of health and social care. CQC is like a ‘watchdog’ for the care industry. Comparatively, it is similar to Ofsted for schools and it includes a rating system.

The CQC is an independent body that:

  • registers health and social care providers
  • sets standards for members to meet
  • inspects care providers to make sure regulations are followed
  • takes action against those organisations where standards are inadequately met
  • provides a transparent and public method of rating service providers.

The very nature of receiving care means the person is often vulnerable. Therefore, it’s critical that there are strict regulations around the delivery of that care and that they are applied across the board.

The CQC seeks to protect the rights of the vulnerable and to listen to and act on their experiences. They grade organisations on their quality of performance, commitment to treating patients and staff with respect and compassion, effective leadership, and meeting legal standards.

Also, there are some basic rights that the CQC has defined that anyone receiving care should expect. These include person-centred care, dignity, and respect, safety, safeguarding from abuse, the ability to submit an official complaint, consent before receiving treatment, and care from appropriately trained staff.

It goes without saying that the CQC is an important part of holding care providers accountable and making sure people receive proper care.

CQC ratings explained

There are four ratings that the CQC gives to health and social care services:

  • Outstanding – the service is performing exceptionally well.
  • Good – the service is performing well and meeting expectations.
  • Requires improvement – the service is not performing as well as it should and has been told how it must improve.
  • Inadequate – the service is performing badly and CQC has taken action against the person or organisation that runs it.

What makes Mumby’s live-in care outstanding?
